Digital Transformation in Local Governments and Real Estate:
A Technology Journey Expanding from Niğde to Türkiye
I am İbrahim Göktuğ Giray. I am an entrepreneur originally from the construction sector, passionately committed to digital transformation projects.
Working closely with municipalities, architects, engineers, and investors for years—both in the field and in the office—has provided me with a very clear insight: Real estate, licensing, and project processes in Türkiye are among the areas most in need of digitalization.
Seeing this need, we initiated a digital transformation story that started in Niğde and is now growing across Türkiye.
🔹 More Than Just a Platform: The "ProjemHavuzda" Ecosystem
Today, the "ProjemHavuzda" (MyProjectIsInThePool) system we developed is not just a single piece of software; it is a multi-modular digital ecosystem created for municipalities, architects, engineers, and real estate professionals.
This ecosystem has three main pillars:
1. E-PERMIT System (Digital Application Infrastructure for Municipalities)
We provide a simple structure where processes such as zoning status, renovation permits, building permits, and occupancy permits are managed from a single panel.
It offers archive security and digital control for municipalities, while providing speed, transparency, and "single-point" ease of transaction for architects and engineers.
Yeşilgölcük Municipality has actively switched to this structure.
A protocol has been signed with the Niğde Special Provincial Administration; the technical installation and integration process is ongoing.

2. Residence & Rental Pool Management Software
As real estate projects grow, especially in residence-type structures, common income/expense management and rental pool systems become a serious problem.
For this reason, we developed a modern pool software—not yet common in Türkiye—capable of offering:
Common income/expense tracking in residences
Monthly rental distribution on an investor basis
Post-delivery management panel
Automated transparent accounting
Distribution algorithms
We have created a structure that investors use with confidence, especially in "1+1 / 2+1 residence pool" concepts where collective leasing is done.
3. Real Estate Listing and Tracking Systems (Niğde Local Listings & BOA Rent Tracking)
Two important solutions we developed specifically for Niğde:
Niğde Local Listing Software: We developed a purely local listing platform for real estate mobility within the city. The aim is to ensure that owner-sold/rented processes are carried out more safely and quickly.
BOA Rent Tracking System: A very simple structure that digitizes the tenant-landlord relationship in residential and commercial properties, monitors payment flows, and manages the process with reminder systems. This module, which sees great demand in the region, provides convenience to both landlords and firms managing portfolios.
🔹 The Missing Point in Licensing and Real Estate Software in Türkiye
Today, in many cities:
Paperwork traffic is physical
Control processes are manual
Archives are in folders
Residence or mass project management is done via "WhatsApp groups"
Rental tracking processes proceed via Excel
Local listings are shared on scattered, non-standard platforms
This was exactly our starting point. The infrastructure had to be simple, fast, easy to use, and applicable to municipalities of all scales in Türkiye. The ProjemHavuzda ecosystem was developed to answer this need.

Our goal was not to make a single piece of software. Our goal was to establish a holistic digital ecosystem ranging from permit processes to real estate, from residence management to listing systems.
At the point we have reached today, I can say this with peace of mind: If an architect, engineer, or real estate investor hasn't heard of ProjemHavuzda, there must be a truly interesting reason for it.
